S. Keith Hamilton
Keith Hamilton is Chief Engineer and Director of Planning, Design, and Construction for the Naval Facilities Engineering Systems Command (NAVFAC), where he serves as the final technical authority responsible for providing technical guidance to over 18,000 personnel across NAVFAC’s eight technical domains and oversees the global delivery of more than $15 billion annually in design, construction, and infrastructure programs. A licensed Professional Engineer with over 40 years of leadership in military, federal, and academic sectors, Keith previously held senior executive positions at the National Nuclear Security Administration (NNSA) within the U.S. Department of Energy, including Principal Deputy Associate Administrator for Infrastructure and Senior Procurement Executive. He has also Directed the Facilities, Energy, and Environmental Engineering programs for both the Navy and the U.S. Marine Corps’ installations commands and served as the Director of Facilities Acquisition, Design and Construction at George Mason University. A retired Navy Captain and former Civil Engineer Corps Officer, Keith led major Naval programs across three command tours and served as Deputy Commander for Operations at NAVFAC. He holds degrees from the University of Missouri, Naval Postgraduate School, and Naval War College, and is a graduate of the University of Virginia’s Darden Executive Program. He is recognized for leadership in facilities engineering, infrastructure program management, delivery of multi-billion dollar nuclear mega projects, and advancing modular construction and collaborative delivery methods. Keith has also served on the Boards of the Seabee Memorial Scholarship Association, Navy Seabee Foundation, Construction Industry Institute (CII) Board of Advisors, and as a leader within the Society of American Military Engineers (SAME). His commitment to engineering excellence and workforce development continues to shape federal infrastructure strategy and practice.
