James A. Scotti
James A. (Jim) Scotti is retired senior vice president and chief procurement officer of Fluor Corporation. Prior to joining Fluor in 2002, he was vice president of procurement for the Halliburton Company. He holds a degree in civil engineering from Trine University. He also is a graduate of the Advanced Management Institute Program at Rice University.
At Fluor, Jim was responsible for the company’s $10 billion-plus annual global procurement spend and its more than 2,000 employees in procurement, contract management, logistics, and other associated services.
He is a Registered Professional Engineer, a member of the Institute of Supply Management, the Purchasing Roundtable, a founding member of the Procurement Executive Group (PEG), past president of the Houston Minority Business Council Board of Directors, and past chair of the board of trustees for CAPS Research.
He has served on the Construction Industry Institute Board of Advisors. CII honored him in 2006 with its Richard L. Tucker Leadership and Service Award for his contributions to the industry and to CII. He also led the development of a Fluor endowed master’s degree program in supply chain and logistics of capital projects at Clemson University. He currently serves on the Clemson College of Engineering Advisory Board.
Jim is married to Christine, and they have one son, one daughter, and two grandsons.
