Gulliver

Jonathan Gulliver is a nationally respected public sector transportation leader with over 30 years of experience in construction and program management on major infrastructure projects. He serves as the Massachusetts State Highway Administrator, a position to which he was appointed by Governor Baker in 2017 and reappointed by Governor Healey in 2023, making him the longest-serving Highway Administrator in Massachusetts Department of Transportation’s history. He also serves as Undersecretary of Transportation, a role he has held since October 2025. In these roles he oversees the engineering, operations, and construction of all state highways, bridges, and tunnels, delivering a $2.3B annual capital program.
 
Jonathan provides executive leadership to a 2,800-person multidisciplinary organization spanning six districts statewide and is responsible for both day-to-day operations and long-term policy direction. Previously, he served the Commonwealth with distinction in numerous senior leadership roles, including District 3 Highway Director; Director of District 6 Project Development; Deputy Chief Engineer and Director of the Accelerated Bridge Program at the Department of Conservation and Recreation (DCR); Assistant Chief Engineer; Section Head for Capital Project Assessment; and Construction Inspector and Project Manager.
 
Jonathan is a trusted thought leader within the construction and transportation industries and is widely sought for his judgement, experience, and vision. He has served as a keynote speaker or panelist at numerous industry events, including Northeastern University Industry Leadership Night, The Moles Student Days, CMAA New England Chapter Awards Luncheon, WTS Boston events, TECET dinners, CIM forums, And ACEC programs. He holds a B.S. in Civil and Environmental Engineering from Worcester Polytechnic Institute.
 
He is married to Naomi and they have two children.
