Tim Haile
Tim Haile is the award-winning Executive Director of the Contra Costa Transportation Authority (CCTA), where he oversees countywide transportation planning and the delivery of a multibillion-dollar construction program spanning infrastructure, safety, transit and mobility projects. Appointed to the role in December 2020, Tim brings nearly three decades of experience in transportation and public works and is a dedicated advocate for the construction industry and its partnership with public agencies and contractors.
Under Tim's leadership, CCTA has built on its traditional strength in delivering major highway construction, evolving into one of the most innovative construction programs in the country. Tim has championed close partnership with contractors and the adoption of digital tools that make delivery faster, safer and more transparent — including drone-based site monitoring, a paperless construction program, electronic inspection, and smart work zones that use real-time data to protect workers and improve traffic flow through active construction sites.
Guided by a commitment to being an owner of choice, Tim has worked to make CCTA a partner that contractors want to build with. This work builds on CCTA's longstanding tradition of innovation, exemplified by its creation of GoMentum Station, the nation's largest secure testing facility for connected and automated vehicle technologies — which deployed the first shared autonomous vehicle shuttle program open and free to the public in the Bay Area. Tim is a national advocate for innovation and a champion for change, advancing the adoption of new technologies to make government more efficient and better serve communities locally, nationally and globally. He founded a national coalition to help public agencies adopt and scale automated, connected mobility solutions.
Tim's industry recognition includes the UC Berkeley Institute of Transportation Studies' 2023 Distinguished Award for Advancement of Research and Innovation and the 2021 Leadership in Technology Innovation Award from Government Technology. Before becoming Executive Director, Tim served as CCTA's Deputy Executive Director for Projects and held positions with Michael Baker International and Caltrans. A registered professional engineer, he earned his bachelor's degree in civil engineering from Cal Poly Pomona, where he taught highway design for more than eight years.
Outside of work, Tim is a devoted baseball and softball coach for his two children, serves as Cubmaster for his local Cub Scout pack, and enjoys camping, overlanding, and fly fishing whenever he can get outdoors.
